The methods and goals of the thief can be fairly well predicted.
The terrorist is a wild card.  I'd much rather look down the
gun barrel of a thief than one being held by a lunatic.  I've
done both.  I've also had a projects documentation, tapes, disk
files and data (production system) walk out the door with a disgruntled
person at midnight.  Thank heaven for secret backups.
